I'm wondering what kind of steel cylinder (round bottom) would be so floaty (top of cylinder is floating away from her back and shoulders)?

Perhaps the first stage is resting on her head/neck, so the tank is not actually floating? Just a possibility, not sure.
 
No BC. Or maybe twin? Back pack looks like a strand of kelp attached to bottom of tank and regulator at tank neck looping around shoulders. Double hose is not larger corrugated.
