I'm considering learning to dive? Due to time and financial constraints, here are my concerns:

Would anyone knows who offers the cheapest and shortest open water course (with certification) here in Manila, Philippines or nearby (Batangas or Mindoro)?

I can appreciate you constraints but the cheapest and quickest is likely to be neither. These are life supporting skills we're talking about and that's a bad way to choose your instruction. There are many previous threads on choosing an instructor.
