Teaching standards allow for up to 4 students per instructor in a Discover Diving type experience. In this incident, my understanding is that there were 2 participants with the instructor, so it was within the standards ratio.

If this is the case, that there were only 2 divers and the instructor, then why did the girl friend have to assist the victim to the surfuce? Did I miss something here? Where was the instructor?

Correct. And just to re-clear everything (and at the risk on incurring Underwaterone's wrath again), the girlfriend did not assist. The instructor got the victim to the surface and someone else (which is where the "civilian" reference came from - my original point when this all started) assisted in helping the imnjstructor to get him in.

That someone someone else jumped in and helped - civilian or professional - is not at all unusual at a place like the Avalon Underwater Park (for those not familiar with it). Especially on a weekend, there are usuallly plenty of divers there and if something's going amiss, someone's going to juimp in and help. That there was "assistance" should in no way be construed as a negative comment on the quality of the aid the instructor was rendering to the victim.
