I live in Michigan, closer to you than florida. As far as not filling to 10% over, if the tank is stamped with a plus, I fill it as a plus tank.
Not saying I don't normally fill it as a plus regardless, just that I definately do if it is stamped that way.
I don't fill customer steels to 3k unless asked, just mine.
I would find a different shop if they can't even fill to rated pressure.
 
you need to get a new shop chief, the + rule is rechecked every hydro cycle.... It can lose it's + rating, then regain it on the next hydro cycle or a few later. If the tank has a + on it after it's most recent hydro test, then it is good per US DOT and I imagine Canada follows suit otherwise the hydro shops wouldn't put the + rating on after the first hydro cycle. No offense to your shop but it really does sound like they are a bunch of incompetent morons when it comes to filling tanks. I'm not saying they should be filling up to 3k, but requiring a lower burst disc, and refusing to overfill LP cylinders to their legal fill rate means these guys are really not the shop you should be giving your business to.... Stories and experiences like that are the reason that I bought my own compressor, they're relatively cheap and infinitely more convenient than dive shops
 
we have one shop. i was told they cannot even get tanks re-hydro'd with the + symbol on it. i believe it is an option if they send them away. so thats why it gets over filled for only the first yrs. i can only go by what i'm told. the joy of livin in "small town canada". haha no biggie. the water is so f***kin cold here we don't need high capacity tanks. no one can stand the temps that long anyway. haha
 
get a bunch of buddies together and split a compressor setup, you can get a good setup for under $3k easily.

The + stamp isn't an "option" if the bottle passes + rating it gets it, if it doesn't, it doesn't, hydro shops don't care about the scuba industry, they care about what the DOT requires, 3aa tanks get + ratings whether you ask for it or not as long as they pass the criteria. I would really appreciate you posting the shop name because they really aren't doing you any favors and other than having a compressor which they aren't actually using properly, it sounds like they can't be good for much...

I sell tanks as a side business to support my habit. I usually go through between 100-200 tanks a year. What they are telling you is a borderline truth. Steel 72s did not have the REE number stamped on the tank. It can be looked up, but most shops won't take the time to do so and therefore you won't get a plus rating often on a 72. Most of the 2400 steels came with the REE stamped in the neck, if your hydro guy isn't plus stamping those, you need a new hydro guy also. He could just need educated on the idea, if you use a fire extinguisher shop for your hydros, they usually know nothing about plus stamps, if you are using an industrial bottle shop, they damned well better know how to calculate a plus.
 
So I should have no safety issues pushing my steel 72's with the + to 3k? I have been underfilling them by 500.
 
Fill to a pressure you are comfortable with. I can't say you should, all I can say is that I do it and have never had an issue. If it is in hydro with a plus, I will say you can definitely fill to the 2450 rated pressure. That is the reason we hydro.

I have 7 lp72's.... 2 sets as doubles, and a few singles I use for shallow shore dives and swimming pool work.

As far as BD's go...I use 3300 or 3400 discs. I usually fill to 2800 cold.

And I know your shop options are limited but...REE on the LP 72 is 58.4. If they can't do a + rating..and WON'T stamp a + rating if the tank meets the standard...imo your shop is A: Lazy...B: Uneducated and /or misinformed...or C: Dangerous.
I suspect a combination of all 3 above.

Do yourself a favor. Find a new shop/hydro facility even if it means shipping tanks.
