I was told by a friend to leave my dive knife at home.

Just want to check if it'll be a problem if its in check in luggage, and are there carry laws?

Most California divers take dive knives on their dives. Sizes vary greatly. Don't worry, bring it without hesitation.
 
Not sure way someone would tell you not to bring a knife, you should definitely have on when you are diving - just throw it in your checked baggage and don't worry about it. Attached is picture of my dive knife.

^Same dive knife I use. Not only does it whack through rope and line faster than a straight blade, I can't cut myself as easily, damage my glove or suit as easily, and the best part is, if I lose or break the knife I don't feel bad at all since it is just a cut off steak knife.

FWIW I have put my knife into checked luggage many times.

If I ever need a knife on dry land, I carry a Kershaw Leek with serrations. Assisted blade opening for one handed operation, belt clip for storage, free sharpening, and free breakage replacement (Broke the blade off once so I could carry it through TSA).

Alternatively you could just get an EezyCut | emergency cutting toolsEezyCut | emergency cutting tools or similar cutting tool, which may be more useful in the long run, depending on your needs
Worthless for kelp. Great with fishing line.
 
They handle way more than monofilament...

I thought you could break kelp with your hands? I have no idea
 
In California, EVERY diver should have one (or more) cutting devices on them.

We've got kelp and fishing line. You've got to have a way to cut yourself out. (Especially in Northern California, where we have lots of bull kelp. While you can fairly easily break giant kelp with your hands, no such luck with bull kelp.)
