Who pays for the recovery?

the NTSB?

The Army Corp of Engineers?

US Air (or their insurance company)?


EDIT: It appears the recovery was initially paid for by the goverment with a contract, but my question really is "who ulitimately pays"? meaning does the insurance company or airline have to refund the money to the government?

what about the TWA flight that crashed in the Atlantic. lots of federal/navy/FBI/ workers on that recovery and rebuild.
