Black Rubber Coated Steel Tanks

Does anyone know if there is typically a problem hydroing these older steel tanks that have the black rubber coating on the outside, even if the coating is in good shape and not peeling. I believe most of these tanks are galvanized beneath the coating, but somehow I seem to recall reading somewhere that these tanks might need to be stripped of their coating in order to pass hydro, due to the possibility of corrosion underneath the coating?

Just wondering if anyone has any knowledge or experience with these tanks.

I believe they need to be stripped of the rubber to get a look at the condition of the outside of the cylinders. The fact that the rubber is not pleeling does not mean that there is no rust on the outside.

I have seen steel rust under paint and other coatings its scary what can happen if water gets under there.
I seen a pin hole in the paint on a steel bulkhead leaking rust turn into a 8 square foot rust nightmare
That rubber could be hiding a heavily corroded bottle ready to explode
