We set up our shelter on the pavement in the very last parking spot. We didn't want to be in the way of any other people. Also, with it raining, we didn't really want to be in the grass/mud. So the last spot on the parking lot only seemed logical. The shelter also helped us not look like such slobs because it hid our mess inside.

I've never really used shelters for my Winter diving but I wouldn't stay out of a shelter if one was provided.
To be honest it's my favorite dive site in the entire state, however I could see somebody getting tired of it after a while if they don't like geology or fish. I live to examine both and so it's something I tend to love.
