Sounds like you're on your way to reinventing the OBA. The Oxygen Breathing Apparatus uses a chemical reaction in a cylinder to generate oxygen. It's used for firefighting in the Navy. I don't know if you should use one underwater.
 
I don't think the OBA generates hydrogen in conjunction with the oxygen - flammability issues of breathing gas would be a concern, especially for firefighting applications.

And it still wouldn't be DIR . . .

It's kinda like the parachute with money back guarantee if it doesn't work.
