i think it's ironic that when the "port royal" went aground they (navy) paid millions to restore the reef, now these guys are getting paid to destroy another reef, it'll grow back but that's not the stuff that locals want secured. (their concerns are the phos/shells that wash up on the beach not the 5'' shells imbedded in the reef)
