Was looking around online last night. I found several springs it appears diving either isn’t allowed or is restricted at every one.

I’m curious if there are any public diveable springs within a couple hours of Houston?

Your closest bet is The Meadows Center / Aquarena Springs in San Marcos. You have to take a course to dive there, but after that there's not charge for diving. It's one of the best spots in Texas.

It's nearly 3.5 hours away from Houston, but the Comal River is spring-fed and has the water clarity, stabilized temperature, and aquatic biome of a spring. There are several public and private entry and exit points along the river's very short length.
