Yes and yes. Though some other GUE instructors may visit Philippines from time to time. I believe Martin also teaches his courses elsewhere in the Philippines by request. For example, I think he may teach DIR-F in Anilao sometimes. He has his own company and only teaches scuba part time, so when someone requests one of his courses he finds a dive operation that will provide him with the facilities, but the students pay for his travel, room and board, and facility and course fees. There were only 40 GUE instructors worldwide last I checked, so this is how it usually works with them.
