It may not be entirely their fault. Evidently the sea bottom in front of the port captains office is a thin layer of sand on hard pan. You can anchor and even test it and think you are fine but you’re not. Not my area of expertise, but a very experienced local sailor seemed more sympathetic to this happening than I would have expected.
