well hear is my two cents
ok if the tank has a valid vip sticker and has a nitrox band
then there isn't any reason to fill the tank with nitrox under 40%
no if they doing there own blending or something like that well maybe the tank doesn't have to be O2 cleaned to have nitrox from mix nitrox under 40% unless is a special mix or blending is the way I understand it .
 
what if the type of diving you are doing doesn't call for EANx and/or you just don't want to spend the money on an the fill? So long as the air is O2 comp, what's the big deal?
