I am not sure the certifying agency requires it per se, BUT if they offer liability insurance, you can be sure it requires testing and record keeping

Can anyone tell me if the major certification agencies all still require the affiliated diveshops to have quarterly air analysis tests?

The major certification agencies require air testing, but do not specify periodicity. Florida requires quarterly, although that law is in the process of changing, NFPA requires semi-annually.
 
The agencies I am affiliated with mention it in the dealer standards but it's not enforced by the agency. OSHA requires compressed air to be sampled quarterly and if I had an insurance claim it would be in my best interest to follow the regulations to be defendable.

What direction is the law in Florida going to go?
NFPA 1989 for the fire services requires quarterly air testing.
