Diving is going to cost you 25-35/tank depending of the diveshop and distance to dive site. There are many cheap somewhat spartan accomodations. I would suggest staying and diving out of Caye Caulker. It is a wonderful place. It is small, you can walk everywhere. Make sure to snorkle in Shark Ray alley. A three location snorkle trip cost $10 last time I went. I stayed a Tom's hotel with a friend. $15 a night for the room.
