Best place is relative, on Samui celebrations last one day and that's just enough to enjoy it. One week like in Chiang Mai is too much imho, especially having heard all the stories about using water from lakes etc to throw water. Doesn't sound very healthy.

Anyway; Chiang Mai is definitely the "hot-spot" (or should i say "wet spot") to celebrate Songkran.

Traditional Songkran celebrations last 3 days:
April 13th, called "Wan Sungkarnlong" it, is the day that the people clean up their houses.April 14th, called "Wan Nao", is the day people will bring food for monks and relatives. This day is the beginning day of the new year. The people must not do anything bad and not speak rude words to others.
April 15th is "Wan Paya Wan", regarded as the best day, merit-making is the main activity during this day. There is an organized parade to bathe monks and elderly people and ask for blessing.
 
Reason #381: Interesting bird nests. This one outside our kitchen window. The entrance is about a third of the way down on the left, just below a nicely woven awning.

The bird is a Sunbird. Small with a long curved beak.
