Far superior than Phuket as diving/holiday destination.
I will be there at the end of Feb and then off to Koh Lipe.
Complete the training first.
My suggestion: Koh Lanta + Khao Lak.
On Lanta please stay at the west coast for the free pick up from dive operator. The diving cost in Lanta is relatively quite high in Thailand because the sites are far away.
From Khao Lak, you can join the bumpy boat ride to dive Similan Island. Khao Lak is only 2hrs by bus from Phuket.

Phi Phi and Lanta is a good choice. Party on Phi and good local diving with short trips out to the dive sites. Lanta more laid back, longer trips to the dive sites but great diving. I'd say do your advanced diver on Phi Phi so you can fully enjoy diving Hin Daeng/Muang and Ko Ha from Lanta. You can also do wreck dives around Phi Phi as part of the course.
Khao lak? It's as dull as a wet Wednesday. There's absolutely no reason to go there unless you are taking a liveaboard to Similans, in which case it's great, as you avoid the nightmare minibus transfer from Phuket.

If you're a beginner or an advanced beginner looking to dive in Thailand, Koh Samui is a fantastic option. While Koh Tao is often recommended for beginners, staying on Koh Samui gives you more flexibility and comfort. The island has a wide range of accommodations compared to Koh Tao, where options can be limited and more expensive. Plus, from Koh Samui, you can easily reach the same dive sites, such as Sail Rock and the surrounding reefs, which are perfect for new divers and only a little over an hour away by boat.
For diving, I personally recommend Silent Divers. Their experienced instructors offer a safe and welcoming environment for beginners to build confidence. February is an excellent time to dive, with great weather and clear waters, and Koh Samui provides the ideal base to explore Thailand's underwater world without the hassle of crowded, limited accommodations.

Koh Samui is the second largest island in the Kingdom. There is a small privately owned airport on the island so jet setters can really appreciate it because some of them regard the ferry in Thailand is prone to accident.
Feb is several months too early to dive around Tao etc.
Operators based in Samui will organize trips to dive around Koh Tao but not the other way around. The reason is very simple.
There are plenty of accommodation on Kho Tao to suit all budget.
AFAIAC, Koh Samui is not a place for diving holiday.

February is a time that you can dive both side of South Thailand. Sea condition may be a bit better on the Andaman side (Phuket, PhiPhi, Krabi, Lipe) than Gulf of Thailand side (Koh Samui, Koh Pha-Ngan, Koh Tao.) The period is toward the end of high tourist season - price for accommodation may still be high either way.
Gulf of Thailand side: Koh Samui would be the most expensive choice. Longest boat ride to dive sites. (They typically take you to sites around Koh Tao anyway) but with highest varieties of accom & activities. Koh Pha-Ngan is more laid-back than Koh Samui, but watch out for accom price around "Full Moon" period. Koh Tao would be the busiest in term of diving activities. But it's may be a bit behind in term of "luxurious".
Andaman side: I can't speak much for this as most of my experience were based on Liveabord trip. I'd fly from BKK to Phuket, get on the boat, and be out diving for 3-4 nights. Then get back to shore in the last evening and fly back to BKK next morning.

3mm wetsuit should be enough. Typical water temp would be around 30+/-I am going to a wedding party in Koh Samui on 16 December and will be diving for one and a half days.
