It'd be interesting to know what proportion of these (rapidly escalating) "fines" upon the US Navy will be allocated as compensation for Tubbataha dive operators - who'll quite likely suffer some reduced business as a result of this fiasco...

I'm going to go out on a limb here and say "none"...but I've been wrong about many things in the past...
 
Even more interesting...want to guess how much of the fines will actually get used to restore/preserve/manage the reef versus line the pockets of politicians?
