I carry a camera(travel) vest and the one time mine got weighed I took the vest out and put it on and started putting things in the pockets until I made the weight. Later I moved everything back into the pack.

I've never had a problem with Singapore Air. Most carriers look at the size of your carry on. If it looks like it will fit I don't think they really care to much what it weighs. I usually bring a camera vest and if they do weigh it I just remove things and put them into my vest until I'm under...
