Yes, you are probably correct that this might just be a French thing, it is a concept that we are taught in France and I believe might be derived from the following law

The translation would be as follows :

"Anyone who can prevent by his immediate action, without risk to him or to third parties, either a crime or an offence against the bodily integrity of the person voluntarily refrains from doing so is punishable by five years' imprisonment and a fine of 75,000 euros. The same penalties shall be imposed on anyone who voluntarily fails to provide a person in danger with the assistance which, without risk to him or to third parties, he could lend him either by his personal action or by provoking assistance."

It's not just related to diving, it's basically applicable to any circumstance.

As I dive with AI, I'm not bending my arm around for anyone to look at my DC. If they don't understand the technical diver way of indicating cylinder pressure, I'll give a signal they are sure to understand. If I'm diving within the parameters of the dive in terms of time, the fact that I'm blowing bubbles is all they need to know.

In every dive boat I've been on, the captain has briefed us that he'd be banging on the ladder in the case of an emergency. I'm not cutting my dive short if I'm diving within time agreed parameters, unless it is the DM. I'd ignore some rando.

I'm not so militant. Something like that has never happened to me, and as already mentioned, I really don't understand the situation. It makes little sense that the guy seems to be all alone and drifting, yet his buddy is above him and watching... so if the issue was overdue or recall to the boat, then his buddy would be going up not watching him drift?

If someone frantically signals me to go up, chances are I would do so. There is just so many crazy things that can happen on the water, that I would just go up and not make a huge deal out of it, at least until I found out why.

I don't EVER use signals for air pressure, I just show my console and look at the other guys gage or computer. I know the text book says there are better ways, but I just look at their gage if I need to know.
 
It was a regular old ledge sightseeing dive. My first time on this charter so they didn't know anything about me aside from the fact that I had 30+ dives according to my booking.

We were all expecting the vis to be much worse than the 100 ft that we had, and after the first dive my buddy and I decided that he would ascend the dive flag line when he decided to turn the dive. I was looking around at about 55 ft to see if any big wildlife would come out once the group ascended, I had about 1200 psi remaining in my HP80 and had to ascend due to NDL.

I ascended right after the lady came down and grabbed me. In retrospect, I would have just signaled OK to the groups and stayed down for 5 minutes. I had 900 psi on the boat. I wanted to get the most out of my dives, even hovering at 50 ft

You are not hearing me. Some people dive with AI. They don't have a console or SPG attached to a hose to show you easily. Some may allow you to grab their arm to take a look. But not everyone.

I'm still confused about what happened. Was the dive guide and the group ascending while you were still on the reef and had the intervention by the other diver?

I have not dived off Kyalami, frequently use JDC. I do not know the allotted bottom time on that boat, what is it? With JDC, the bottom time is 45 min and they expect you on the surface in the low 50s minutes.

Bottom times are the same. OP said they were mid water taking their sweet time to ascend and another diver came down to them from above to provide aide which he didn't need.

Not exactly, he said he was alone and his buddy was way higher and watching him. So the whole group begins to ascend at the end of the dive and one guy decides to arrest his ascent and just drift alone at 50 feet looking for turtles and plankton? It is not unreasonable at all for someone to wonder what the hell the guy is doing and swim down and check him out. Maybe they were worried he did not realize everyone was way up higher and were ascending and he was looking for them on the bottom?

I just don't see the drama associated with a concerned customer checking up on the new guy when he does something strange or unusual and he is alone without a buddy. Grabbing him and stuff like that is a bit overkill, if that is what happened.

I dive with redundancy always, including two arms. Two is one, one is none.

If the OP was still at 50 ft while the rest of the group had ascended, I assume the bottom time was up. The guides do not ascend until the end of the allotted bottom time. Perhaps someone thought the OP did not know he was to ascend and do his safety stop? That would explain the difficulty I have had with this thread.
