As the logistics of the pandemic evolve, it gets interesting to consider what a give policy or set of policies is trying to prevent.
Earlier in the pandemic, some nations restricted tourism to keep SARS-CoV-2 out. That made sense when there was no vaccine available and some places had low levels of the virus, so it could be somewhat contained and the spread slowed to 'flatten the curve' and prevent overwhelming health care sources (e.g.: ICU's).
Later in the pandemic, a concern became the potential to introduce a more dangerous variant into the local population. So while Alpha might already be prevalent in your area, someone flying in and infecting hotel staff with Delta, for example, could cause harm because Delta was more contagious.
Now we're at a point where sizable nations probably have SARS-CoV-2 already widespread, and Delta is likely, too.
So strong restrictions on vaccinated people who had to get a negative COVID-19 test before boarding the plane to come to your country, and thus may well be a 'safer' group than the staff at your local grocery store, start to make less sense.
In a nutshell, does it still make sense for Bali to (in practical terms if not formally) exclude foreign tourists? Does this answer also hold for other regions, like Raja Ampat?

Why does a dive guide that I know in Bali, have us call him Ketut, but his Facebook name is Wisnu?
My concern about returning to Indonesia, is that the surrounding Asean countries are still struggling, even Singapore, though they try and/or hope to open (Thailand and Cambodia) many, including Thailand are level four on the CDC list but Indonesia is at Level One? There's something very wrong with that.

The country is going to open to 46 countries in two days time. Only 1 day of quarantine is required as to wait for the result of the PCR test.

You can hide the number of the local cases but not when foreign tourists are involved. china is a prime example here.
