Planning my February trip and was wondering what the mask rules are. I like walking around all areas of the city but wearing a mask while alone and not in proximity of anyone would be a real turn off. Of course waking in stores and restaurants mask wearing is important but walking down the road or at a beach club wearing a mask would be a bummer. I hear that they just implemented new rules. Can anyone enlighten me on what to expect.

I do not know the rules where you live.
Here in Italy we have to wear masks when outdoors. Always, everywhere, even in a park or on the beach.
So I would expect the same rules also at my holiday's location.
Of course, when we will be allowed to fly again...

Not while swimming in the sea (provided it is allowed - currently all Italy is red zone, so swimming is forbidden, and all sport facilities, included swimming pools, are closed).
My understanding is that also in Cozumel there were restrictions to accessing the beaches...

Walking down the street without a mask on is not officially allowed, but does occur without police involvement. But you will get lots of dirty looks or comments. Cozumel is much stricter in all aspects of Covid prevention than here in Texas. At least that was my perception last Wednesday as I returned to Texas for Christmas.
