I booked my November trip using their "Welcome Home" package and it is all inclusive. I do not believe it is advertised, but when I emailed for availability, they responded with this.

They honored the pricing for single occupancy.

You may wonder, what makes this package so special?, well, this package consist on 7 Nights at the Hotel with 5 Days of Diving (1 “two-Tank boat dive” trip per day), and all the meals* included!, this package will be $899.99 USD*** (plus taxes), per diver only!


And also if you come along with a non-diver (only applies if a diver is confirmed), they only pay for 7 Nights at the Hotel and all the meals included!, for only $699.99 USD (plus taxes) to relax all by yourself on the resort.

Daily breakfast, lunch and dinner (may apply restrictions**). You will have your choice of one entrée from regular breakfast, lunch and dinner menu or buffet (when available) with coffee, tea, water or a soft drink per meal. Alcoholic drinks are not included.
 
I was originally going to go to Scuba Club based on @jlyle trip reports, and had even found a group trip to tag along with. But the dive shop chose to cancel the trip because SCC had not posted the opening dates.
I had already started the booking process with Blue Angel when SCC posted their reopening dates, and would have felt like kind of a jerk by jumping ship at that point. As many have said, it seems they appeal to the same type of crowd, and I hope to return and stay there at some point in the future.

I found Blue Angel to be pretty well responsive, although most of the time replies were received the following day.

Can anyone who stayed at BA recently confirm if the afternoon 2 tank trips are running? and if yes, is it possible to do both the morning and afternoon trips? Like does the morning boat make it back in time to grab a quick lunch and head back out?

The afternoon trips will only go out with enough divers. They are TBD.
Yes, you can do both.
DMs can call in your lunch order if you choose or stop in at the restaurant after the am dive and tell them what you want between dives.
The afternoon dive is pretty flexible as far as departure time. Say up to 10/15 min, depending on the divers.

It's AI in so far as breakfast, lunch & dinner. They do run "specials" where special bookings are AI. You can request AI pricing at any time though.

The AI does NOT include booze or "Daily Specials" such as lobster, Catch of the Day, Lion Fish, bottled sparkling water, etc.

I do the AI booking at BA because I don't drink. Doing AI at the other places usually includes all the booze you can drink and that adds to the AI cost.
 
For the almost $300 difference in price, there are a lot of great restaurants within 20 min walking from scc. If you get sick of the food get out and explore, your missing out.

Package is 7 nights.
Per night it’s $142 vs $150 (with dinner though)
 
By removing the dinner at SSC and keeping the prices the same, I think they are really hurting themselves. For us, having to leave the facility for dinner is the kiss of death for a late afternoon or night dive.

Since this was the only AI that we have stayed at in Cozumel where I though all three meals there edible, if not actually good, not having dinner there is a major consideration for us. We are there to dive not to eat.

A couple of other small considerations, the security at SCC is high. One of our divers had his wallet stolen from the milk crate beehive locker at BA.

The other thing is the tip envelopes at SSC. They have a recommended tipping schedule which we think is a bit high. For example, the suggested food service tip rate is almost as much as you would spend eating out yourself. We tip the food staff the same as we would in the us. The boat / divemaster is separate. Our total tip rate runs 20-25% of the trip.
