Attaching hard weights to shoulders

There is not heavy weight, there is too thin rubber. Just use more thick. :)

That's never happened to me or my students. I use this to trim out students when I need to. I've never lost a weight. I guess if we drill some 1/4" holes and thread a case hardened SS bolt torqued to 25 lb/ft2, it will really hold! :D :D :D
 
For squared weights - yes. But for rounded weights, like this

My advice to you then, is to avoid it like the plague. Every one dives a bit differently. I can only tell you that it works for me. Dive and let dive, мой друг.

For shoulders, I like the DGX trim pockets as they hold enough for trim, 3 lb. (edit: or 4), are not bulky, and have no corner holes to lose small weights. Below are three pockets laid out next to my plate.

XS Scuba, left, holds ~5 lb. Corners are open. Bit big on shoulder. Shown holding 3lb hard + 1 lb

DGX, mid, holds ~3 lb. No holes, good if have sub 1lb. weights. Velcro is generous. Shown with 3lb. hard. loose but full fit, also holds 2 1 lb. bullets plus a long 1/2 pound weight, or small sub pound weights securely.

Scubapro, right, hold ~4lb. No holes, seals tight plus buckle whose strap usually loosens. Shown with 2 1lb. bullets. It is sitting on top of a 2lb. weight from the weight belt. My pool weight belt is two of these secured as below.

Plate shoulder shows where I have the DGX pockets on my other plate. Currently I have bungie loops tightening up their straps around the shoulder strap. It is relatively firm but moveable hold, but I'm still testing it.

For really not moving, I melt holes in the webbing, with pliers, nail, and stove burner as you can see on the waist belt, and tie pocket straps to the 2" webbing. For super paranoia, two sets of them on each side of 2" webbing midline, though I only did one set in the above picture. Ideally I would like tracks of such holes down my webbing for securing things, I'm not enamored of 2" metal clips that dig into my sides. Not an issue on the rig waist belt, but on weight belts and shoulder straps it's a pain.

Edit: Soft weights that can fit:
XS Scuba: 5 lb. (1 lb. + 4 lb.) (listed for 5 lb. bagged or hard) You might cram 6 lb. in at the expense of the velcro, and the 1 lb. I used is preventing full use of the pocket bottom.
ScubaPro: 4 lb. (listed for 1kg or 2.2 lb.)
DGX: 4 lb. crammed a bit past full. (listed for 4lb. hard) The DGX would mount on that belt turned 90 degrees.

I have had the XS Scuba and the DGX trim weight pockets.

I did not like the XS Scuba because they were too big. A single 4# weight would flop around.

I really like the DGX pockets. I think they will hold a 4# weight and maybe a 5# (but I haven't tried - the website says they will hold a 4#). As MichaelMc said, they have really good velcro for holding it shut. And they are only $10 each.

DGX Gears Trim Weight Pocket (each)

To keep the pockets from sliding around, I would put 2 tri-slides on the harness webbing and then thread a second, short piece of 2" webbing through one tri-slide, through the weight pocket, and then through the other tri-slide. You can position that setup wherever you want and the pocket will not slide at all. And you can easily remove the weight pouches, if you want to.
 
My offer for way to attach weights to the strap by rubber I`d taken from my instructor. He found it somewere, and now use and populate.
I did not use that way :) I prefer more reliable.
For warm water and wetsuit I use manually sewed harness, made from car safety belts (it is more soft, than diving strap). For sewing I used Dyneema braid fishing line 0.2-0.3 mm.

Boegerts style, but whithout metal plates. It has ajustment just in length of back strap. It is enough.
So - there I have four pockets - two on the belt, back side, and two on the shoulders.
When I use one tank, instead two - I just remove (or add to opposite side) 1 kg from exist tank side.
Under the pockets (below) I attached D-rings for eqipment (like lamp or camera), or to connect upper boltsnap of tank.
Total idea of this harness - was minimal weight (I`m too lazy to carry unnessesary items). (My compensator in that case - is inflatable pillow from sleeping matt, I wear it under the suit)

For normal wing - I use integrated pockets, that could be accesible from top of wing

In that configuration pockets opens under strap, but it possible to put strap under pockets.
Also you can remove weights in that case when harness is weared .

Global idea - when you have you own equipment - in the most points you have to adjust it just once. So any buckles could be fixed, or removed and sewed.
