Zeagle DS-IV creep

I have a Ebay Zeagle DS-IV that I'm trying to rebuild. Cleaned and new service kit installed. It locks up at 135psi but slowly creeps up towards 150 over several minutes.

Any suggestions on what I can check. The reg is a little beat up so I'm hoping I didn't get a damaged reg.

Is part is replaceable and is included in the service kit. It was replaced.

Yes. It will eventually lock up at 145 after a few minutes.

So I just left the air on a little longer and the IP will creep up to around 145 and then back down to around 138-139. Very confused.

I don’t recall the HP seat being in the kit but it’s been a while. I will guess the cycling is helping things seat, dive it since the IP is in acceptable range and check it afterward.
