Help: I can't get HOG Classic first (sealed) IP to stabilize

I've just finished rebuilding a HOG Classic first stage and cannot get it to stabilize its IP between 125 and 150. I can get it to lock up at 175 and have cranked down the adjustor as far as I can. I'm at a loss as to why.

I've checked the IP with two different pressure gauges, and they are in agreement. I've cycled the second a whole bunch of times, the IP is stable, but just too high. The interior of the reg is nearly spotless, it's spent (a lot of) quality time in the heated ultrasonic cleaner.

What should I be looking for?

backing off on the adjuster…
 
When back-off the adjuster, the IP increases. Is something else going on? This either wasn't covered in the service class (or I was in deep space when it was talked about)

In gereral, in a diaphragm reg, turning in the adjuster increases spring pressure which requires more IP to close, in a MK 25 turning in the adjuster moves the seat closer (why it need to be turned with pressure off) I don’t have the HOG manual so I’m speaking “in general”.
