Perhaps it was a joke. I've seen a bunch of pictures of friends doing similar things.
 
That appears to be in pretty shallow water. Do you know what the dive objective was?

He was delivering tanks? Fedex?
 
In the book called "The Cave Divers" the author speaks about Sheck Exley, Bill Stone, and other divers that explored Wakulla Springs while attaching tanks, lights, and video equipment to their DPV...
 
Might be the "probationary" dive team member who was stuck with hauling every body elses trash out. :D
 
Might also be a support diver tidying tanks up after a big dive.

Could be. I used to train for being a support diver having 4 tanks and 3 scooters hanging off me.
