Wrecking a tank by storing it too long with too much pressure?

Here in Ontario, most, not all shops will refuse 6351 cylinders... Actually, I only know of one who will presently fill them.. I think that has something to do with their large number of rental tanks that are old luxfers. Most of the places that I dive, I cannot get a 6351 tank filled, so The ones that I used to have, I took to the scrapyard after removing the valves.
 
......agree with the consensus that this tank = scrap ! ....no matter how sound the tank might really be, dive shops here in the USA anyway won't even screw with it.....if you want to grow another ulcer, or elevate your blood-pressure, then sure...OK......try to get it filled and see what happens......there's probably a reason you aquired it for free.....
