Some knuck wants to find Osama's body and is willing to spend 400,000.00 doing it. Doesn't he know the processes involved in decomposition? Hagfish, deep water crabs can really do a number on a small corpse.

I say spend the money here - on some congressman running for re-election who actually saw Osama's picture.

not to mention the likelihood of finding something a "small" as a body in deep water with ROV's in two weeks....

Sounds to me like this is either a publicity stunt of some kind or someone just wants to blow a TON of money on something they will in all likelihood never find.
