Greetings paul madox and I have to say that I would not dive any where but the pool without a cutting device. I have not worn my knife in a while, since my cave class. What I have went to now are trama scissors in my pocket and a line cutter on my chest strap reachable by both hands.
The knife issue is one that really is not the best practical device for 90% of diving applications. Spear fisherman, Navy Seals, Military opperators, etc. these fellows need and use knives all the time for a variety of things.
I have been tangled in fish line and a crazy #24 safety reel in Lake Huron.
A set of scissors was used to cut the fish line and the #24 was patiently untangled by my wife as I was cork screwing as she reeled it in. Funny story but more so now not so much at the time. Learned a lot about reels and surface markers since then.
Good luck and just pick up a line cutter and scissors, they are cheap and allowable almost anywhere.
