My old girlfriend was 5'3' and 100 lb and went through this issue finding gear for her. Fortunately, we lived in South Florida and there was a dive shop on almost every corner.

We did find a small mask I believe from TUSA and I am sure others make them as well. For a BC, we found an XS one that worked great. For fins, we went with Force Fins and she used one of my spare poseidon reg sets. Later she bought one of the super light ones like the Mares ICE. The only ongoing issue is the tanks. A HP80 appears to be the best option for petite ladies, but are not always available as rental units which can be a problem when traveling to tropical destinations.

Unfortunately, for people (men or women) who dont fit the 5'7" 150 lb norm, finding the right gear takes time.

However, after a bit of time and effort, she got everything set and has become a very avid diver (she is in the Keys right now) and diving is the focus of most of her vacations.
