I believe that the only way to evaluate a regulator is to use it, and decide if you like it. It really is that simple. It's about how it feels in the water. The feeling of a breath is quite subjective, and the test machines can't evaluate that.
The one thing that WOB comparisons could evaluate, I suppose, would be relative 1st stage performance at excessive depth. Weaker 1st stages will experience more IP drop during demand, which will result in more cracking effort, at least with unbalanced 2nds.
