Why wont my shop give me 10% overfill?

I thought the regs said tanks only need to be hydrostaticly test if transported over state lines? I think that is in the CFR's someplace.

If you wanted to get into a Constitutional discussion, this would be correct. :)

As it is, BMU if they're used commercially (owned by a shop), they need to be tested. Privately owned cylinders are another matter -- but try and convince a dive shop of that...
