Whining sound from filter

Hi,
I will open the filter housing and check so the filter is tight. Could that be the cause? Yes, it is black. I did not have the time to take it apart yesterday. Will see if I get some free time today to check and also fill and record the whining sound. What's the best way to test for moisture? I have asked for pricing on the puracon unit but no response so far
