I dove for 8 days in Dahab and never got bored. I thought all the dive sites were great, and I was only diving as OW certified. It was shore diving, which is difficult for me. But I let the DMs know I have a dicey ankle, and they helped me get in, and hauled my BCD in for me when getting out. Some of the dives were no more than a 2-5 minute walk from the dive shop. Dahab was cheap to stay at, and I loved the town! I loved it so much I am going back in a month to dive there again! Plus, if you want to do something cool, you can climb Mount Sinai and watch the sunrise from the top (or hire a camel to get up most of the way and walk the rest if you don't walk up all the stairs), and then see Saint Catherine's Monastery at the bottom. You can even do a very long day trip to Petra from there!
 
There is not THE best option... That will depend on what you fancy, budget, travel logistics, ...
Below only my opinion, others may agree or not.
  • Hurghada: only day trip dive from boat but a few iconic wrecks. Have a look at James & Mac
  • Soma Bay (40 km) south of Hurghada: far better spots than Hurghada e.g. Panorama Reef and Salem Express. Have a look at Orca Dive Club at The Breakers
  • Sharm: mixed views here, i would go straight to Dahab, where most dive are from shore, even from the main street. The town has a special wibe and there are some great spots around (incl. the overrated Blue Hole)
  • Marsa Alam: is a stretch of approx 200 km, flights to RMF are not that frequent but quality of reefs improves the further south you go (unless bleaching of course). Great spots like the Abu Dabbabs, Elphinstone. My favourite here: Marsa Shagra, where you can experience a pure sleep, eat, dive, repeat. But beware: nothing to entertain you after diner.
Marsa Alam has world class dive sites like Elphinstone available as day trips. Have not explored other local options there.

I don’t agree with Sharm. It gives access with day boat trips to 3 of the best spots in the Red Sea — Tiran, Ras Mohammed and Thistlegorm. Shore diving is also possible as many of the hotels have very good house reefs.

In my view Dahab makes sense if you want to focus on deep technical diving (which you can also do at Tiran or Ras Mohammed).
 
It may be off topic but I would also consider Saudi Arabia as an option.
