Yeah, the whole process seems designed to drive away the ex-pats who bring in outside expertise that otherwise wouldn't exist in the economy. I understand the need to not make citizenship too easy, given the level of government benefits and support for citizens, but it seems like they could create an alternate citizenship status that they could grant to folks who want to work and who don't need or want the government freebies.

Actually, the whole process is designed to drive away ex-pats who do NOT bring in outisde expertise. I know several natives who strongly believe that there are too many ex-pats taking jobs that Caymanians could be doing. It's not a sentiment that should be lost on Americans. You'll hear a lot of the same thing here. Even though you can count the number of Camanian dive instructors on the thumbs on one hand, that doesn't mean that there won't be some 7 years from now. Or so the logic goes...
 
While the locals "could" do the jobs, most would prefer not to.
 
And thus the reason that here in Connecticut I can not find a single person who can mow my lawn.
 
There are plenty of local folks willing to mow your lawn...just not for what you want to pay them to do it. The ones willing to do it for that price are waiting in the parking lot at your local Home Depot...
