Guamrider, I didn't get the impression that the DuCoMi closure is permanent, but nobody really knows when the pier will be made available again as a dive site. The pier pilings are being cleaned and/or replaced, so much of the lovely growth that made the pier unique will either be gone (from old pilings) or not yet there (new pilings). You probably shouldn't count on that site when you make your dive plans.
