I want to plan a trip for fishing and diving. I am hoping for a two week between Thanksgiving and March 15th.

I want to avoid bullsharks and coldwater.

I like Ft Lauderdale but also want to try the Keys and the Gulf side maybe the Panhandle. Unfortunately I can only do one trip at one location.

Any + or - informations will be appreciated.

Keys would be the best bet...water temp around 72. Conditions are hit and miss in the winter depending on the cold fronts

I have never seen a bull shark

I wouldn't put cold water and bull sharks in the same "things to avoid" category but since you do...
Forget the panhandle, the water will be ridiculously cold and you'll be able to see bull sharks if you pay attention.

I would forget the gulf - colder water; less viz; better options.

Better to go south; Key Largo is your best bet - winter water tems can be in the low 70's - you also stand a chance of being blown out due to cold fronts that time of year.

I have seen bull sharks diving Jupiter in Palm Beach county; never in the Keys, however they have been reported off the Duane wreck.

Unless you are spearfishing (which you will not be doing in Pennecamp or on the wrecks) your chances of seeing bull sharks are remote.

I've just stare them in the eyes...they'll go away
