According to PSI, a VIP or VCI sticker should not state "...is valid for one year from date punched." The reason simply is because nobody can GUARANTEE one year. There may be a reason to condemn the tank prior to the one year expiration date.

The sticker should state "This tank and valve have been visually inspected to PSI, OSHA, and CGA standards on date punched." There are no guarantees that the visual will be good for 1 year or even 1 day.

OHSA?

there are not OHSA requirements to inspect tanks that I know of?

With scuba cylinders, No but with other high pressure cylinders like those in the medical field, Yes.
Remember, the PSI VCI certification not only certifies you for scuba cylinders, but those also used by firefighters, welding, paintball, and the medical industry.
Also, I believe it's OSHA, not OHSA.
