if you put all that weight to the lower end of the tank you should be fine I think.
The mid pressure (3300 psi) steel 72's are VERY short tanks. When mounted where I can reach the valve, assuming I am shoving the bottom up as far as I can, the bottom of the tank is even with the bottom of my bc. My weight belt sits a few inches lower still. Any weight on the tank would tip me even more forward. I have found that a few pounds on the ankles trim me out very well.
Hmm, maybe I should invent a "heavy" fin strap that is DIR approved. Lead core rope wraped by the steel spring might be just the ticket.
