What's the proper/efficient technique to fin kick?

Well, it really depends on which kick you are using . . . I frog kick, and the power comes from the muscles in the thigh, until I begin to fatigue, in which case the muscles in the buttocks begin to play a role, too.

I don't do a full leg flutter kick, because it's a terrible kick for silty environments, which is where I dive.
 
Unless you kick with your legs straight (not bending the knee)then you'll mainly be using your gluteus maximus, quadriceps, and hamstrings.
