Yes, but nowhere NEAR as well as you can if you have the RAW file, simply because the jpeg is already compressed and has lost a lot of data..Although RAW helps a LOT with the blue pics raw material so to speak, you can fix up your jpegs as well quite a lot with programs like photoshop, photoshop lightroom or apple apperture.
I have the same issue, but my picture is not that blue... I search online for recommended graphic design tools for reference, only to find a free photo editing app online convenient. Using its Gradient filter and move its Temperature to a bigger figure. The blue will fade away.
