I would run an internet advertisement. Be clear on what you are looking for and what your are not looking for.
I have also found that Forums (like Scubaboard) are crawled every day by spiders and bots from companies like Google, MSN, AOL, Bing, etc.
Remember to use a LOT of "keywords"
If you put your information out there, it will be served to the public by the search engines
If you are single I have found dating sites to be loaded with people who want to learn to dive and people with dive certifications
ps: I use to sign up solo and the dive master would hook me up with someone or if they were okay with it I would dive solo. They will ALWAYS find you someone to partner with if that is what you desire. I came to the realization that if I wanted to dive I needed to sign up and go dive. Waiting for a partner to go, or want to go, or get off work, or get the money, or whatever, turned into a big waste of time to me personally
