I'll take C for $37.01!!!
He may be hinting at capitalism though..? Charge what they'll pay and you'll survive at.

Dive boat charters are relative to location and distance of destination.

The best dive boat is always the one in your neighbors driveway.

For dive charters I generally pay $30-$50 per person per tank. That's on a 1 day non overnite excursion
usually around $80 for a 2 tank dive in the morning then the same again in the afternoon, at most resort type locations. Liveaboards maybe twice that rate.

You can get charters less say $20-$40 a tank but remember to tip the captain and crew!
Up here in the land of ice and snow Rec boats are in the $60-$75 for a two tank or a Tech dive for $120 and up depending on the site.
Again tips are pretty critical contrary to many, the boats run a pretty tight profit margin to be competitive.
There are some boats who will give you a deal the more you use them.
I have found that a good working relationship with a dive boat is earned from being faithful and generous.

Where?
Nc $50-150 site distance dependent
Kona Hawaii $120-145
Bahamas $120
Etc..

Florida panhandle ranges from $100-$120 for a two tank dive maybe 10 miles out. You're real lucky if you find one under $100. Tips on top of that, of course. S. Padre I., Tex. I paid $125. Our charter here in Nove Scotia is $50 Canadian--the wrecks aren't too far out. That's by far the cheapest I've seen--Not sure how he does it, especially with gas here at least $5.50/US gallon. He only charges $45 if you are a dive club member.

Depends on what other charters in the area are charging and what you're offering in comparison. How far the dive sites are, whether it takes a half day or full day, etc.

Lots of other factors:

Who provides the air?

In NC you bring own tanks or rent them. In the Keys if you dive air, then they usually come with the boat. Two tanks of air is $16 difference on a two tank trip.

Is a DM provided?

On a drift off Jupiter and in the Carribean a DM may be in the water. Other places if you want a DM guide, even a group one, you pay extra.
