It's clearly a young sea monster. Probably of the giant ship-eating variety.
In other words... not a clue. Where did you find it?
 
It's a squidgy fishy thing if ever I saw one. Either that, or it's the love child of a shark and a platypus.
 
It looks like a kind of chimaera (primitive relative of sharks); maybe longnose chimaera or Pacific spookfish?
