Well, Jennie, the only way to resolve this burning and vexing question is for you to return to the reef, search for as long as it takes to find that fish, and extract a DNA sample. Or simply ask the fish "What kind of Burrfish are you?" Or take a close look above the mouth in your original post. Hexagonal pattern=Web Burrfish every time.
I've net collected and kept both types of Burrfish in aquaria. I've handled literally hundreds of them. I recognized it immediately. In fact, I think I once went out with his sister. A Cheap date but a poor conversationalist. She likes those reality shows: 'Jersey Shore', 'Housewives of Tampa Bay', etc. I detest them. It just wasn't meant to be.
