I think maybe it goes inside the bag to separate wet and dry things, you know to keep a towel dry? Does it have some kind of waterproof coating on it? are there clips inside the bag for the rings?

Usually divers will aquire a broad range of nicknaks to dive with. Things like whistles, smbs, if traveling by car a computer could even be packed in the primary bag. This bag as you see it was intended to carry all of those little nicknacks in the bag and keep them all together. The d rings you see were intended to clip things together outside the bag such as a flashlight on a lanyard. Really its just a bag to help keep the interior of the bag less cluttered.
