The PADI standards do not address guided dives. Even in the Divemaster portion of the instructor manual it only refers to the Divemaster conducted programs - Scuba Review, Skin Diver course, Discover Scuba Confined Water and Open Water, Discover Local Diving. And even the Discover Local Diving standards (which is where this seems to fit best) only state the following:
Nothing in there about diving in the overhead or above a diver's certification level. So no standards are being violated. And this is only a consideration if they were acting in the capacity of a PADI Divemaster. All they have to say is they were not acting as a Divemaster during those dives and PADI can't sanction them.

1. Briefing
• Overview the dive site, including conditions,
hazards and points of interest.
• Explain how to interact responsibly with the aquatic
environment.
• Explain procedures and techniques used locally.
2. Take divers on a guided tour of the dive site.
3. Debriefing – discuss observations.
4. Log dive – sign each diver’s log book.
