Ceratosoma tenui. They usually come in pairs like you found them. They make great photography subjects (victims...).
Yes - Imperials.
No not mating. This behavior is called "trailing" and is very common among nudibranchs. Does look kinky though.

Why is it that I usually only see the Imperials in pairs, anyone know? Bueller, Bueller?
